In response to your questions:
1. In the Netherlands, microlights are not exempt from the mandatory carriage of ELT for international flights. I.e. ELT’s must be carried when crossing the Amsterdam FIR (EHAA) boundaries. ELT carriage is not required for national flights, i.e. starting and ending within the Amsterdam FIR, without crossing it’s borders . Because microlights are not exempted from ELT carriage, there is no specific regulations for microlights regarding this topic.
2. The Netherlands applies ICAO’s Annex 6 SARP’s regarding ELT carriage. Therefore there is no distinction between Dutch or foreign registered aircraft regarding ELT carriage when crossing the Amsterdam FIR boundaries: they will all have to carry an applicable ELT. Note that aircraft that were registered before July 1st 2008 do not need to carry an automatic ELT, those with a later registration do have to carry an automatic ELT.
3. The Dutch regulations specifically require the carriage of an ELT, a PLB is not allowed unfortunately. We have argued with our authorities to allow the carriage of PLB’s for MLA’s, unfortunately without success.
For your information I have include AIC-B 07/08 regarding this topic, where you can see that MLA’s and TMG’s are specifically included, and also that PLB’s are not accepted.

We would like to understand if your national regulation is imposing some
rules about the usage of 406 MHz emergency locator beacons compatible with
the Cospas-Sarsat system ( ELT and/ or PLB) when used in
ultralight/microlight airplanes.
Moreover, if such rules are established for ultralight/microlight airplanes,
we would like to know if there is any distinction made between ELT and PLB.
Therefore, we kindly request you to provide us with an answer to the
following questions:
1. Is any specific regulation available in your country about the usage of
such beacons when flying an ultralight/microlight airplane?
2. Is any distinction made in your national regulation between national
registred ultralight/microlight airplane and for visiting ones registered in
other EEC countries?
3. A more general question is to know if your national regulation makes any
distinction between ELT and PLB devices when used in an ultralight/microlight
airplane.
